POSITION SUMMARY:      This is a semi-skilled and skilled position within the Park District which performs in all areas of the operations department, including but not limited to: groundskeeping, equipment maintenance, mowing, trail trimming and maintenance, minor construction and repairs, painting, cleaning, landscaping, litter removal, herbicide application, and other duties necessary for the upkeep of the park district and its facilities.  Minimum of 3 years experience in grounds maintenance, landscaping, building maintenance, and/or park-related maintenance.  Valid Ohio Drivers License Required.

Portage Park District Board of Commissioners Bylaws Amendment Summary

The following is a summary of bylaws that have been adopted on April 16, 2018 by the Portage Park District Board of Commissioners (“Board”) to guide the operations of the Board.  A complete copy of the bylaws can be found at the Park District website or at the office of the Executive Director of the Portage Park District.

  1. The Bylaws adopt a statement of purpose for the Park District. Officer positions are created, and their appointment is established. The procedure for holding and conducting regular and special meetings is set out in Article 3 of the Bylaws. Requests for Board consideration must be submitted to the Executive Director at least ten days in advance of a Board meeting.
  2. The Board shall elect officers annually and comply with open meetings laws. Regular Board meetings with a standard agenda are held monthly and generally conducted adhering to Robert’s Rules of Order. Special meetings may be held as needed and requested by the President of the Board, the Executive Director or at least two other Commissioners.
  3. Board activities include the hiring and firing of the Executive Director, (who also serves as Secretary to the Board), adopting policies, budgets, rules and regulations; commissioning law enforcement officers; approving job descriptions and pay ranges; authorizing purchases; acquiring or disposing of land. Individual purchases or contracts over $10,000 require Board approval; purchases under $10,000 are made by approval of the Executive Director. Guidance is provided to the Executive Director for concession operations and services.
  4. Procedures for disposal of personal property are established. Permanent files must be maintained at the Board offices unless required to be removed by law, or with Board consent.

Portage Park District Rules and Regulations Summary

The following is a summary of Rules and Regulations that have been adopted on April 16, 2018 by the Portage Park District Board of Commissioners (“Board”). A complete copy of the Rules and Regulations can be found at the Park District website or at the office of the Executive Director of the Portage Park District.

Authority: The Portage Park District’s authority is derived from the Ohio Revised Code which gives the Board of Park Commissioners the right to adopt rules and regulations and commission law enforcement officers.  These rules and regulations govern conduct at park properties (Park). Penalties for breaking the rules may result in fines at the level described in the ORC, ejection from the park, loss of park privileges and/or criminal prosecution. Some generally prohibited activities may be allowed with a special use permit issued by the Executive Director. The adopted definitions and conditions for denial of permits are detailed in the full rules and regulations.

  • The park hours of operation will be posted as determined by the Executive Director; presence in the park outside of those hours is prohibited.
  • Park activities must occur only in areas designated or permitted for those uses.
  • No person shall knowingly harm any part of the park, park structures or natural features.
  • Animals, except designated service animals, are prohibited in park buildings.
  • Dogs must be held on a leash no longer than 8 feet and have a collar and license.
  • No dumping or littering; waste must be disposed of properly.
  • Removal or introduction of natural features, living or nonliving, is prohibited.
  • Fishing is allowed only as designated. Harming or feeding of wildlife is prohibited. Hunting and trapping is prohibited without a permit issued by the Park District.
  • Fires are only allowed in designated areas or by permit. Fireworks are prohibited.
  • Weapons and firearms are prohibited in government buildings. The discharge of weapons and firearms is prohibited on park property.
  • Offensive, loud, indecent or obstructive behavior is prohibited.
  • Alcohol is allowed only by special permit. Intoxicating substances are prohibited.
  • Gambling is prohibited.
  • Approved ‘Other Power Driven Mobility Devices’ (OPMDs) are permitted when necessary for handicapped accessibility on trails unless conditions prohibit them from certain areas.
  • Parking is limited to designated areas and open park hours.
  • Motorized toys and drones are prohibited without permit.
  • Organized events with over 25 people must first obtain a permit.
  • Commercial activities are prohibited without a permit.
